The Forestry Development Project (CR.1605-CHA)

The project has two components of commodity wood base construction (A part) and research promotion (B part), which planned to use 47.8 million SDR of the World Bank credit (equivalent to 47.3 million USD at that time) for the construction of 12 commercial timber bases in the 92 state-owned forest farms in Heilongjiang, Sichuan and Guangdong provinces and the improvement of the production and living conditions. At the same time, it also strengthened the construction of Provincial Institute of Forestry in four provinces (autonomous regions) of Guangdong, Guangxi, Sichuan and Shaanxi, and the building of Forestry Science and Technology Promotion Centers in 10 provinces such as Fujian and Gansu.

 

The project was implemented from 1985 and to the end of 1990, the project completion had the actual investment of 560 million RMB, which included World Bank Loan of 55.68 million USD. Part A includes the creation of the forest plantation of 118.4 thousand hm2, the completion of young growth tending of 436,000 hm2 and the increase of new forest roads, power transmission and communication lines, forestry machinery and equipment, and a group of production and living facilities. Part B contains that nearly all research institutes had built the pilot plants and testing centers, added a group of R&D promotion instruments and equipments at the level of 1980s, and trained a core group of scientific research staffs. After the final acceptance, the World Bank considered that the Forestry Development Project has achieved the construction tasks and realized the goal of the credit agreement. The project implementation has been rated as "satisfactory" project.
