Since the reform and opening-up, China\'s forestry system has used the total amount of foreign direct investment of nearly 20 billion USD, which have been mainly distributed in Guangdong, Guangxi, Fujian, Hainan, Hubei, Jiangsu, Shandong and Heilongjiang provinces (autonomous regions). The investment is used for creating industrial raw material forest areas, artificial panels, furniture, pulp and paper, wood products, forestry products, cultivation and processing of forest by-products and local specialties. According to the promulgation of the "Industrial Catalog for Foreign Investment", the encouragement of foreign investment in the field of forestry include the construction and management of ecosystem environmental protection, such as wood (bamboo) creation and seeds nurture, flower production, construction and operation of nursery base, planting trees and grass for combating desertification and soil erosion, the development and production of new technologies and products, such as the comprehensive use of shoddy and little fuelwood and bamboo, and the new chemical products, the development, storage, preservation, processing and utilization of all kinds of famous high quality forest products, the integration of forest construction and operation (joint venture) containing the chemical wood pulp with annual production of 300,000 t or more, the chemical mechanical wood pulp with annual output of 100,000 t or more and the wood pulp raw material forest base, forestry machinery manufacturing, the development and production of forest chemical and biological pesticides with high efficiency, low toxicity and residue.
