The forestry ecological engineering, as a branch of ecological engineering, springs up with the developing of ecological engineering. The practice of large abroad forestry ecological programs started from “Roosevelt Project” in the In late 19th century, many countries were often in a sandstorm weather and all kinds of natural disasters occurred frequently due to overgrazing, excess reclamation, and so on. Especially since the middle of 20th century, the global ecological crisis has broken out, characterized by the explosion of population, damage to resources, shortage of energy, pollutions of environment and short supply of food. The western developed countries had brought environmental pollutions and social problems because of the highly industrialized and strong intensive agricultural operation. The developing countries faced not only the environmental pollutions, but also the comprehensive problems, such as population growth, damage to resources, inadequate production, and so on. Backwardness, stupidity and poverty mingled with each other in certain countries or areas, which put the local societies into the vicious circle trap and unable to extricate themselves. These countries not only needed to protect resources and environment, but more urgently, they must produce enough products with the limited resources and realize high production, good quality, high efficiency and low consumption to supply for the growing population. The reality did not allow these countries to follow the modes of the developed countries. They had to look for the development approaches and technologies fitted to themselves with the local resources and conditions as a starting point, and it was in such situations that ecological engineering came into being.
