On January 29, Chinese Premier Zhu Rongji signed the State Council Order No. 278, and issued "The People\’s Republic of China Forest Law Enforcement Regulations".
    On February 2, Wang Zhibao, Director of the State Forestry Administration, signed State Forestry Administration order No. 5, and issued "The People’s Republic of China Protection List of New Varieties of Plants (Forestry Part)" (the second batch).

On February 12, General Office of the State Council transmitted "Circular on implementation opinions of the Ministry of Education and other departments concerned adjusting the management system and layout structure of schools directly under the State Council departments (units)" in decree of General Office of the State Council ( No. 11, 2000), and made the following adjustments to the management system of schools directly under the State Forestry Administration: Beijing Forestry University and Northeast Forestry University are transferred to be managed by the Ministry of Education; Nanjing Forestry University, Central South Forestry College and the Southwest Forestry College are transferred to the corresponding province and built by both the central and local, mainly managed by local; White City Forestry School and Ningbo Forestry School are transferred to be managed by the provincial administration. The State Forestry Administration Nanjing People\’s Police School and Beijing Forestry Management College continue to be managed by the State Forestry Administration, which Beijing Forestry Management College is changed into departmental training institution.

On March 13, Wang Zhibao, Director of the State Forestry Administration, signed the State Forestry Administration Order No. 6, and issued "forest workstation management practices ".
    On April 1, party and national leaders Jiang Zemin, Zhu Rongji, Li Ruihuan, Hu Jintao, and others, participated in capital voluntary tree planting activities at the China Millennium Monument in Beijing.

On April 4, the State Commission Office for Public Sector Reform in decree of State Commission Office for Public Sector Reform (No. 35, 2000) approved the State Forestry Administration to set up ”International Bamboo and Rattan Network Center”.
    On April 10, China officially became the 57th member country of Wetlands International. By the State Council\’s approval, Li Yucai, Deputy Director of the State Forestry Administration wrote President Carlton of Wetlands International about the nomination of Zhang Jianlong, director of State Forestry Administration wild plants protection division, and Jin Puchun, deputy director of Standing Committee of Forestry International Exchange Center as the China representatives of the Wetlands International member country. Nomination has been confirmed by Wetlands International.
    On April 18, the State Forestry Administration decided to implement a unified national forest warrants style.
    On July 8, the Sixteenth Session of the Ninth NPC Standing Committee examined and adopted "The People\’s Republic of China Seed Law". Chinese President Jiang Zemin signed and promulgated Presidential Decree No. 34, which goes into effect as of December 1, 2000.
    On July 26, forum on Midwest region returning fields to forest and pasture was held in Beijing. Commissioner of CPC Central Political Bureau Standing Committee, Chinese Premier Zhu Rongji stressed at the meeting that it was necessary to fully understand the importance and urgency of returning fields to forest and pasture, and we should clearly see the complexity and difficulty of this work, we must further strengthen the leadership, earnestly implement the various policies, improve the specific measures to effectively stress results-oriented, in a positive, safe, healthy and orderly manner to do a good pilot job and demonstration work.
    On August 1, Wang Zhibao, the Director of the State Forestry Administration, signed the State Forestry Administration Order No. 7, and issued "List of terraneous wild animals the State protects which are useful or have important economic and scientific research value".  The protection list includes five classes which are animal, bird, Amphibia, Reptilia & Insecta, 46 orders, 177 families and 1591 species.
    On August 19, the ceremony for the monument of Three-riverhead Nature Reserve was held at Tongtian River of yushu district in Qinghai Province. CPC Central Committee General Secretary and President Jiang Zemin personally inscribed the name of the monument, NPC Standing Committee Vice Chairman Buhe wrote the inscription. Qinghai Provincial Committee Secretary Bai Enpen, deputy governor Mu Dongsheng, Zhou Shengxian, deputy director of the State Forestry Administration Standing Committee, deputy director Ma Fu attended the ceremony for the monument.
    On September 10, the State Council in decree of the State Council (No. 24, 2000) issued "Opinions of the State Council on further improving the pilot work of returning fields to forest and pasture".
    On September 11, the State Forestry Administration released and implemented "China\’s Action Plan on Wetlands."
    On September 28, a handover ceremony of Southwest Forestry College built by both bureau and province was held in Kunming. Southwest Forestry College was transferred to be managed by Yunnan Province, and implemented the new management system of joint management of Bureau and province, mainly managed by province.
    On October 30, the founding ceremony of Nanjing Forest Public Security College was held in Nanjing. This newly established colleges of Forest Public Security, approved by the Ministry of Education on the basis of the State Forestry Administration Nanjing People\’s Police School, which is a full-time college and remains under the management of State Forestry Administration.
    On November 9, CPC Central Committee approved the appointment of Zhou Shengxian, as party secretary, the General Director of the State Forestry Administration and the member of Central Rural Work Leading Group.
    On November 21, the ceremony of signing agreement on Central South Forestry College built by bureau and province and the handover of management system was held in the city of Zhuzhou of Hunan province. Central South Forestry College was transferred to be managed by Hunan Province, and implemented the new management system of joint management of Bureau and province, mainly managed by province.
    On December 1, the State Forestry Administration, the State Planning Commission, the Ministry of Finance, the Department of Labor and Social Security issued "natural forest resources protection project implementation plan of the upper reaches of Yangtze River and the upper & middle reaches of Yellow River "and "natural forest resources protection project implementation plan of Northeast and Inner Mongolia and other key state-owned forest"
    On December 2, the State Council decided to appoint Comrade Zhou Shengxian as Director of the State Forestry Administration.

On December 3, the State Council decided to appoint Comrade Wang Zhibao as Deputy Director of the State Council Western Region Development Leading Group Office.
    On December 20, the Central Commission Office for Public Sector Reform in decree of the Central Commission Office for Public Sector Reform (No. 118, 2000) agreed to set up "National Forestry Administration Science and Technology Development Center (State Forestry Administration Office for the Protection of New Varieties of Plants)".

On December 25, the Central Military Commission decided to appoint Comrade Zhou Shengxian as concurrently first political commissar of the People\’s Armed Police Forest Headquarters.
    On December 27, the Central Commission Office for Public Sector Reform in decree of the Central Commission Office for Public Sector Reform (No. 121, 2000) agreed to set up "Foreign Cooperation Project Center of State Forestry Administration".
    On December 29, the first China Forestry White Paper "China Forestry Development Report in 2000" was published.
    On December 31, Zhou Shengxian, Director of the State Forestry Administration, signed the State Forestry Administration Order No. 1, and issued "forest and forest land ownership registration and management methods".
