The first objective is to change the mature technical results obtained from forestry ecological development programs into standards to meet the requirements by forestry ecological programs in order to standardize forestry ecological development activities and to promote standardized design, implementation and examination for acceptance for the forestry ecological programs, hence to improve the quality and benefit of forestry ecological development. The second objective is to change the technical requirements in forestry industries especially forest products into standards, according to the principles and requirements by the WTO/TBT in combination with the development policies and market situation of forestry industries, in order to promote sustainable management of forestry industries, improve market competence of forestry industries, push forward technology advancement and innovation, and promote internationalization.
With continual progress in forestry ecological development and rapid development of forestry industries, increasing attention has been given to the standardization in forestry sector, on one hand, the State Forestry Administration issued the “Management rules for forestry standards”, which standardizes and intensifies the work on forestry standards. On the other hand, the funding for forestry standardization has been increased from RMB 0.3-0.4 million per year in the 1990s to RMB 5 million per year presently. Up to the end of 2004, a total of 288 national and 618 sectoral forestry standards have been enforced. During 2000-2004, 573 projects have been carried out in developing national and sectoral forestry standards.
