The key science and technology program of the State Forestry Administration (shortened as “SFA key research program”) mainly arranges small projects not covered by the major research programs, these projects play an important supplementary role and include 3 categories of projects new technology development, local key scientific and technological studies, and pioneer studies of soft sciences. The projects of new technology development are aimed to address the problem of severe shortage of advanced technologies currently existing in China’s forestry sector. The local key scientific and technological studies are mainly funded by local government and enterprises, focused on addressing locally critical technologies in the implementation of the 6 major forestry programs and studying new technologies for utilizing forest resources with local features. The pioneer soft science studies are self-funded by the institutions applying for the projects, and focused on policy and theoretical issues that the 6 major forestry programs and the forestry development and reform are facing with.

The special research program for social and public interests for national level research institutions (shortened as “Special research program for social and public interests”) mainly supports the establishment of a number of research bases for social and public interests to form a network of researches for public interests, in order to provide technical support to engagements in social sustainable development and public welfare services and to promote improvement of the capacity and standards of sustainable innovation of public welfare researches. The special research program for social and public interests is managed according to the “interim measures for fund management of the special research program for social and public interests”, and the “Guidelines for implementation of the 10th 5-year special research program for public welfare”. The Department of Planning of the Ministry of Science and Technology is responsible for project approval, organization of project implementation and management. Since the implementation of the species program, the State Forestry Administration has undertaken about 40 projects including key projects and general projects.

Forestry research programs play an important role in guiding orderly operation of forestry researches, safeguarding effective services of research results for practical forestry operations, and pushing forward the development of forestry science and technology. Forestry research programs mainly include the national priority forestry research program, the program of introducing advanced forestry technologies from other countries, the key forestry science and technology program of the State Forestry Administration, the special program for public welfare researches by national level research organizations, the program of national basic science and technology resources platform, the program of national priority basic studies, the program of national high technology development etc. The above programs are implemented and managed on a program (or project) basis.

The national high technology research and development program (shortcut “863” program) mainly support studies in high technologies that are strategic, cutting edge and prospective, and related to long term development and security of the country, in order to develop high technologies with own intellectual property rights, and to develop growth point of high-tech industries. The “863” program is focused on 26 themes and a number of major special projects in high-tech fields of information technology, biotechnology and modern agricultural technology. Thematic expert groups were set up and responsible for project approval, organization of implementation and project management in respective thematic fields, following the “Management rules for the national high-tech research and development program (863 program)” and the “Financial management rules for the national high-tech research and development program”. Researches related to forestry high-tech have been included in the relevant themes of the fields of “biological and agricultural technologies”, “information technology” and major special programs of the“863” program. The State Forestry Administration has chaired 17 projects and participated in more 10 projects.

Forestry technology promotion program is a key science and technology program of the State Forestry Administration that promotes the transfer of research results into productivity, the advancement of forestry technologies in order to form an economy of scale. The program is implemented for enforcement of the strategies of “Developing forestry through science and technology” and sustainable development. The goal of the program is to apply a large number of advanced, mature and suitable scientific and technological achievements in operational forestry practices in large scale in a way of well organized and planned by establishing experimental and demonstration forests and providing technical trainings, mobilizing forestry researchers, forestry operation institutions and social forces, in order to improve the quality of forestry programs and promote the adjustment of rural economic structure and improvement of forestry technical standards, according to the urgent needs for key technologies by the 6 major forestry program. The forestry technology promotion program includes extension of research results in forestry science and technology and science and technology support to the major forestry programs.
