With the implementation of wetland ecosystem restoration, renovation of the surrounding environment of wetlands, wetland protection and returning farmland to wetland, Panjin has restored more than 2,000 ha of wetland with its original attributes and ecological functions, and reduced interference from human activities and habitat fragmentation. In addition, the implementation of species conservation projects in wetlands has improved the habitat of important species such as Larus saundersi and Grus japonensis. The Larus saundersi breeding population has increased from 1,200 in 1991 to 9,900 in 2017, remaining the world's first breeding population. The number of migratory Grus japonensis has exceeded 500. Panjin has become the most important stopover site for the Grus japonensis continental population, where the overwintering population has increased year by year, from 7 of 5 years ago to 32 now. The estuary ecological environment has become an important stopover site and feeding site for many shorebird groups, where inhibits more than 500,000 shorebirds each year. Panjin is located in the north end of Bohai, the entrance to Liaohe River. It has a total area of 407,100 hectares, and 249,600 hectares of wetland area, accounting for 61.3% of the total area, which provides a suitable habitat for 445 species of wild animals. Panjin has successively established 1 national nature reserve, 1 provincial nature reserve, 2 pilot national wetland parks, 3 provincial pilot wetland parks, 1 provincial important wetland, with 125,000 hectares of protected wetland, accounting for 50.1% of the total wetland area. In December 2004, Panjin wetland was approved and listed in the List of Wetlands of International Importance by the Convention on Wetlands, and voted as “the most beautiful six wetlands in China” by China National Geographic in 2005. In June 2006, Panjin was named as “hometown of Larus saundersi” by China Wildlife Conservation Association, and selected as China’s Top Ten Charm Wetlands by CCTV. Main achievements of implementing the 12th Five-year Plan

Chinese government had allocated RMB1.2 billion yuan within the central budget and carried out nearly 200 projects since the 12th Five-year Plan, including 960 million invested in more than 160 forestry wetland protection projects. The implementation of the projects strengthened the grassroots conservation facilities and equipment and improved the management capacity of the protection, with a number of important wetlands being rescued, wetland ecological conditions of project area getting improved significantly, and wetland restoration area up to 80, 000 hectares. Projects led to the local economic and social development constantly, and people's livelihood had been significantly improved. Main thoughts of implementing the 13th Five-year Plan are to expand the wetland area, enhance the ecological functions of wetlands, maintain biodiversity, and improve China's wetland conservation and management ability, by taking the ecological restoration of degraded wetlands as the focus and the wetland protection system construction as the fundamental, to further enhance the protection of wetland ecosystem and provide better ecological conditions for safeguarding the health of China’s wetland ecological system, promoting China's sustainable economic and social development, and building a beautiful China and realizing the Chinese dream of great national rejuvenation.
