SICHUAN, June 9, China daily -- Giant panda, as a flagship species of biodiversity conservation in the world, is a unique ecological protection and cultural symbol with the highest international recognition of China, and is also a friendly envoy for foreign exchange and international cooperation of China. As the only megalopolis having captive and wild giant panda resources in the world, Chengdu owns unique and rich wildlife resources. It also has the international top-ranking scientific research team for the protection of giant pandas. Chengdu is known as the city of pandas, and its superior location has allowed it to establish the number one brand of scientific research, conservation education, and educational tourism on protection of giant pandas within the global range.
With the protection of giant pandas as the core, surrounding the main functions of scientific research, conservation education, international communication, tourism and leisure, cultural creativity, outdoor sport, etc., and mainly aiming to construct a global model of protection, the window of ecological civilization, and the focal point of park city, this project will create a name card of China, and set an example of ecological and civilized city with harmony between nature and people. Based in Chengdu, and facing the world, this project will naturally combine the ecological and cultural value of giant pandas with the beautiful and habitable park city of Chengdu, and it meets the national, provincial and municipal planning and development objectives. Now, we officially release the international consultation on the overall positioning and conceptual masterplan of this project.
1. Project Overview
1.1 Project Name: International Consultation on the Overall Positioning and Conceptual Masterplan of the Land of Giant Pandas.
1.2 Project Sites: Beihu Area, Dujiangyan Area and Longquanshan Area of Chengdu City, Sichuan Province, China.
1.3 Project Scale: This project covers a total area of around 69km2, including around 35km2 of Beihu Area, around 23km2 of Dujiangyan Area, and around 11km2 of Longquanshan Area.
1.4 Consulting Content
The consulting content is divided into twoparts, namely scheme preparation and later design development.
1.4.1 Scheme Preparation
184.108.40.206 Overall Positioning: The overall positioning of the three areas shall include the overall orientation and development objectives of the Land of Giant Pandas from the global perspective. Bringing forward the function orientation, image orientation, and construction objectives of each area in combination with the location conditions and resource endowment of each area. Bringing forward the industrial development planning for the tourism, cultural creativity, ecology, etc. of each area in combination with the characteristics, functions, and industrial basic conditions, etc. of each area, which shall include the contents of new economic forms embodying the green development, innovation, wisdom and sharing concepts. Bringing forward conceptual overall spatial layout structure as well as economical, highly efficient and sustainable management and operation planning ideas with the protection of giant pandas as the core and surrounding the major functions like scientific research, conservation education, international communication, tourism and leisure, cultural creativity, outdoor sports, etc.
220.127.116.11 Conceptual Planning: Develop conceptual planning for each area respectively, including the deep research on the dominant industries and functional composition, reasonable space organization model, and land use model, etc. Bring forward the scheme for land layout of each area, the scheme for traffic organization and optimization, the scheme for the construction of relevant facilities for the enclosures, feeding and stocking and other supporting facilities related to the protection of rare animals, the scheme for landscape planning, the conceptual design schemes for key projects and key land sections, and the time sequence of construction by stages, etc.
1.4.2 Later Design Development
The final winner shall optimize the scheme according to the opinions of experts and the competent administrative department, and develop the planning and design of key areas and core areas. Wherein, the 49km2 key area shall be developed to the extent of urban design at the stage of controlling detailed planning; the 15km2 core area shall be developed to the extent of urban design at the stage of detailed construction planning, and 2-year consulting services for later planning and construction shall be provided.

3. Application Requirements
3.1 Application of the consultation is open to the world. The applicants shall meet the following requirements:
Planning and design institution: For an overseas planning and design institution, it must have the legal business and design license in its originate country or region. For a domestic planning and design institution, it must be an independent legal entity with Grade A qualification for urban-rural plan compilation (institution from Hong Kong, Macao or Taiwan must have the legal business and design license in its region).
Industrial planning institution: For an overseas industrial planning institution, it must have the legal business license in its originate country or region. For a domestic industrial planning institution, it must be an independent legal entity with legal business license (institution from Hong Kong, Macao or Taiwan must have the legal business license in its region).
3.2 Methods of participation
Planning and design institutions domestic and overseas may participate in this activity independently, or in combination with other industrial planning institutions. If a planning and design institution participates in this activity independently, its team shall include personnel having the ability of industrial planning;
An industrial planning institution is not allowed to participate in the activity independently；
Application of joint design group with no more than 3 parties is accepted, and each party shall not apply for this activity in their own name or as members of other joint design groups. The application is not accepted for the combination among individuals, or the combination of individuals and other institutions.
3.3 Team requirements: According to the characteristics of this project, the target team shall include the professional personnel in the fields of planning, building, landscape, tourism, industrial planning, and animal protection. The principal designers of the team shall have similar project experience and directly participate in the full process of design.
3.4 Achievements: Have at least 1 similar achievement of planning and design and industrial planning within the past 5 years (since Jan. 1, 2013).
3.5 To guarantee the continuity of conceptual planning scheme and the implementation of design development, the 6 shortlisted competitors and 2 alternatives selected through qualification review shall, if not having grade-A qualification for the preparation of urban and rural planning, form a joint design group with one domestic planning and design institution having corresponding qualificcations, and shall submit relevant materials for examination and determination to the competent administrative department according to requirements.
4. Application Method
4.1 Time of application for this consulting activity is from June 8, 2018 to 9:00-17:00 of June 24, 2018 (Beijing Time, the same below).
4.2 Application institutions shall, before the deadline of application, send electronic files of application materials to specified e-mail box, meanwhile the paper documents of application materials shall be submitted to the following address: 10/F, Yong’anGongfu, 111 Tianchang Road, Gaoxin District, Chengdu, receiver Ms. Cheng，Tel: 028-85189061 (the application is based on the time when paper documents are received, and the documents received after the deadline will be rejected).
4.3 Requirements on submission of application materials: Refer to the Attachment 1 Consultation Document of the International Consultation on the Overall Positioning and Conceptual Masterplan of the Land of Giant Pandas.
5. Consulting Description
5.1 This consultation is undertaken by two stages: First Stage – Open Application and Qualification Review; Second Stage – Scheme Preparation and Review.
5.1.1 First Stage – Open Application and Qualification Review
Issue an announcement of the consultation for open application, and select 6 shortlisted competitors and 2 alternatives (with ranking order) through the appraisal and selection of the qualification review jury. If any of the 6 shortlisted competitors quits, the 2 alternatives will join the consultation in order. The 6 shortlisted competitors and 2 alternatives selected through qualification review shall, if not having grade-A qualification for the preparation of urban and rural planning, form a joint design group with one domestic planning and design institution having corresponding qualificcations, and shall submit relevant materials for examination and determination to the competent administrative department according to requirements.
5.1.2 Second Stage – Scheme Preparation and Review.
The 6 shortlisted competitors finally confirmed by the competent administrative department shall present a interim report of the overall positioning and join the seminar on the industrial orientation and mutual relationship of the three areas during scheme preparation. The scheme review jury will review on the deliverables and decide the disqualified schemes (if there are any), qualified schemes and 3 winning schemes. The 3 winning schemes will be recommended to the competent administrative department. The municipal planning bureau will determine the final winner, who will undertake the subsequent design development work.
5.2 The 3 prize winners will each obtain a bonus of RMB3 million（tax included）, while the other design institutions submitting qualified deliverables each will obtain a design compensation fee of RMB1.8 million（tax included）. And the design institutions submitting disqualified deliverables won’t obtain any compensation. The final winner will obtain RMB18 million（tax included） for the subsequent design development.
5.3 Right of interpretation: The final right to interpret this consulting activity and relevant documents is owned by the host. All notifications, mails, and consulting deliverables related to this consulting activity shall be in both Chinese and English. In case of any discrepancy between Chinese and English descriptions, Chinese description shall prevail.
