Forestry is an effective way and important means to mitigate and adapt to climate change and its special status in terms of addressing climate change has been fully affirmed by the international community.

The Overall Plan for the Reform of Ecological Civilization System issued by CPC Central Committee, the State Council in September 2015 put forward: “We shall gradually establish the control system and the implementation mechanism of national total carbon emissions, establish an effective mechanism to increase the forests, grasslands, wetlands, and ocean carbon sink, and strengthen international cooperation in response to climate change.”
Earlier in 2006, Guangxi successfully developed China Guangxi Pearl River Basin Governance and Reforestation Project, which is the world's first carbon sink afforestation project registered in the Clean Development Mechanism Executive Board of the United Nations. By now, the project has obtained remarkable results and received high praise from the World Bank.
Developing carbon sink forestry can reduce the concentration of carbon dioxide in the atmosphere, protect biological diversity and reduce soil erosion. What’s more, it has a lower cost and brings various benefits for the economical development and social progress.
