On May 28, 2014, the State Council issued Opinions on Further Strengthening the Prevention and Control of Forest Pests, which is a major policy decision that China has made for the first time from the perspective of the State on preventing and controlling forest pests and also serves as the programmatic document for guiding the prevention and control of forest pests in an overall manner at present and in near future.
The Opinions puts forward that by 2020 the forest pest monitoring and early warning system, quarantine for disaster prevention system, and prevention and mitigation system shall be established, the development of prevention and control and quarantine team shall be fully strengthened, the ability to prevent biological invasion shall be significantly raised, the forestry harmful biological hazards shall be effectively controlled, the main forestry harmful biological hazard rate shall be under 4‰, pollution-free control rate shall be above 85%, the accuracy rate of measuring and reporting shall be above 90% and seedling quarantine rate shall be 100%.
Over 60 years since the founding of new China, the principle, methods, objects of forestry pest control have been continuously carried out and improved, with a green comprehensive transformation from chemical prevention to biological (natural) prevention and control, and from post-disaster relief to pre-disaster prevention giving priority to prevention, which is more scientific and reasonable.
With the development of science and technology, China's forestry pest control technology has stepped to the modern track. Information network technology, molecular biology, genetic engineering and other modern technologies have been applied and developed in the prevention and control of forest pests. The research and development of traditional chemicals has been more environmental friendly oriented. Advanced technologies such as high-range spraying and precision application of pesticide appear to be more fitful for forest pest prevention and control.
