Jing’an County, located in northwestern Jiangxi Province, is one of the important forest counties in South China. The country has a land area of 1,377.49 square kilometers, including 1,170 square kilometers of forest land, which accounts for 85% of the total land in the county. Per capita forest area is 0.83 hectare. The living wood growing stock of the county is 6.268 million cubic meters and its living bamboo growing stock is 36.189 million pieces of bamboo. The forest coverage rate is 82.8%, ranking among the top in the province. Within the administrative area of the county, there are rich wild flora and fauna resources, including more than 3,000 species of flora and about 300 species of wildlife. Of the plant species, more than 150 are precious and rare plant species and 27 species are under Grade I and Grade II national protection. And of about 300 species of wildlife, 31 species are under Grade I and Grade II national protection.

Xiaolongshan Forestry Experimental Bureau

The forestry experimental bureau aims at protecting natural forest resources, enhancing the environmental functions of forests, improving the management and assessment models of natural forests and achieving sustainable social and economic development in the forest zone. The bureau mainly engages in the cultivation of forests and forest resources, attaches great to the expansion of afforested areas, implements overall protection of forest resources and helps promote forest ecosystem construction. The bureau applies a model of categorized management system guided by science and technology and through combining research and forest cultivation. The bureau explores ways to improve forest quality and to increase forest resources and forest coverage rate, and explores roads for the development of State-owned forest farms while improving the ecological system. It is responsible for the planning and design of forest resources in the region and the prevention and control of forest diseases and pests. It performs of the functions of managing and protecting the forest land and forest resources, and flora and fauna resources in the zone, as well as performs the functions of preventing and fighting forest fires.

The Wangqing Forestry Bureau in Jilin province was established in 1947, and is one of the earliest six large state-owned forest enterprises in Jilin province. In the area of the forestry bureau, the forest coverage rate is as high as 96%. The bureau gives equal importance to forest cultivation and felling and aims to develop a sustainable forest industry. At present, the bureau has developed a forest system integrating forest cultivation, timber production, forest-related industries and construction. The bureau has more than 20 series of products, including log, board, flooring, medium-density fiberboard, adhesives, edible fungi, wild vegetables, pine seeds and medicinal herbs. The enterprise has passed the ISO9001 quality certification and ISO14000 environmental certification. The area of this forest bureau is 304,000 hectares, with abundant plant species and mineral resources. The bureau has been named by the State Forestry Administration as a national model forest enterprise for sustainable operation. The bureau has also been included in the protection zone for Siberia tigers and Amur leopards by the World Wide Fund for Nature.

The Jinggangshan Nature Reserve was set up in 1981, and was upgraded to a national nature reserve in April 2000. Total area of the nature reserve is 15,873 hectares. It is a forestry-type nature reserve, which aims at protecting the mountain forest ecosystem as well as rare and precious wild animals and plants. The terrain in the reserve is stiff and the land forms are complicated. In the nature reserve, there are more than 50 peaks at an elevation of more than 1,000 meters above the sea level, with the highest peak, Mount Pingshui, at an elevation of 1,779 meters. The mountains show clear vertical variations in climate, vegetation and soil. The average temperature ranges between 14 and 17 degrees centigrade, and the annual precipitation is 1,865.5mm and the frost-free period is 250 days.

Qingyuan Man Autonomous County, located in the eastern mountain area of Liaoning, is a key forestry county in Liaoning Province. Forest land area in Qingyuan County is 312,561.9 ha, with the forest cover of 71.4%, accounting for 79.59% of total county land area. Qingyuan County is a pilot demonstrati in situ of national forest administration, where the forest category division work started in the late 1980s. In recent years, based on the strategic objective of “developing themajor ecological county in Liaoning”, Qingyuan County strengthens the development of forestry ecological system, which is starting from developing “green ecological shelter zone” and “clean water source” of urban agglomeration around Shenyang. First, it allocates 182,00 ha of public welfare forest, where the national public welfare forest area is 86,700 ha with strict conservation; second, it suspends commercial logging on 95,300 ha of natural forest; as of the third, it establishes Liaoning Hun River Source Provincial Level Nature Reserve with the area of 18,900 ha with standardized management; fourth, it conducts mountain closure in fragile ecological area, with the closure area of 33,000 ha, which ensuring the closure area will grow to mature forest; last, it launches public plantation and greening campaign, and endeavors to develop forest reserve resources, which has accumulatively afforestation of 43,300 ha since 2006.
